Flat bags are made with either a bottom or side seal depending on the specific application. 

Bottom seal bags are more leak proof and work better with liquid applications.  They are more economical for larger sized bags.  

Side seal bags are frequently used for retail products and generally hold smaller/ lighter items.  They are more economical for smaller sizes.
